This style of chain known as an “Albert” after Prince Albert (Queen Victoria’s husband) used to be worn across the chest by men with a seal or pocket watch attached in the pockets hence the two dog clips. Nowadays they are worn around the neck by both men and women and look very decorative.
This example also has a sliding T bar which would originally have gone through a button hole
